Indy Parks, City Leaders Highlight Doris Cowherd Park Improvements 

The project comes as part of a wave of projects upgrading neighborhood parks across the city 

INDIANAPOLIS – Today, Mayor Joe Hogsett, City-County Councilor Keith Graves, and Indy Parks are highlighting the start of construction at Doris Cowherd Park on the city’s northeast side. The $800,000 project is jointly funded by the Department of Metropolitan Development and Indy Parks as part of the city’s focus on placemaking and revitalizing neighborhoods. 

“The transformation of neighborhood parks on the northeast side represents the City’s commitment to enhancing the well-being and quality of life for our residents,” said Mayor Joe Hogsett. “Investments from the City along with the generous support of our philanthropic partners are making a monumental difference in the way neighbors experience green and recreational spaces across Indianapolis.”  

Doris Cowherd is one of several recent and upcoming park improvements on the city’s northeast side. These projects are part of the larger $150 million investment in city parks in recent years that are delivering major improvements to over a third of the city’s 218 parks.  

“As an Indianapolis City-County Councilor, I am committed to ensuring that our parks in District 9 receive sustained investment,” said City-County Councilor Keith Graves. “Access to safe, high-quality parks is essential to the well-being of our children and families. The improvements at Doris Cowherd Park and Dubarry Park represent a meaningful investment in our community creating vibrant spaces where children can play and families can gather.” 

Other upcoming improvement projects on the northeast side include a new splash pad at Dubarry Park and a new playground at Virginia Lee O’Brien Park. Both projects are scheduled for completion in 2026. A new basketball pavilion at Wes Montgomery Park was completed in late 2024. “Neighborhood parks are where community comes to life,” said Indy Parks Director Brittany Crone. “By improving these spaces, we’re making sure more residents have a place nearby to gather, play, and connect – strengthening the health and fabric of our neighborhoods.” 

The project will include a new playground, paved trail, and a multiuse lawn space for soccer and other sports. An overview of the project can be found here
